The German Wissenschaftsrat announces the Members of the HPC
Co-ordination Board
Munich 23 July 2001 During the meeting of the Supercomputer
group of ZKI (Centres for Communication and Information - the
German academic and research computer centres) the names of the
National Co-ordination Board for the Procurement and Usage of
High-Performance Computer have been named. The Wissenschaftsrat
proposed this board in a paper "Recommendations for the future
usage of High-Performance Computing" on May 12, 2000 (Drs.
4558/00). The task of this board, the names of the members and
the recommendations will be discussed.
The Co-ordination Board compiles recommendations for the federal
government (Bund), state (Länder) governments and the funding
organisations of high-performance computers as the base of
investment decisions. The base are the recommendations which are

The list of the members is quite impressive on the one hand but
very large on the other, which surely will cause decision and
internal coordination problems for meetings and proposals. In
total the board has 15 members, four guests and two members of
the Wissenschaftsrat's office.
Beneath one representative of the government of the federal
state (Bund), W. von Heyden, Bonn, and two of the states
(Länder), Dr. F. Bode, Düsseldorf, and Dr. E. Klar, Potsdam, all
major groups and institutions of HPC can be found. Head is Prof.
Dr. P. Mayr, Bremen, he is member of the Scientific Commission
of the Wissenschaftsrat, as well as Prof. Dr. O. Spanion,
Aachen, Prof. Dr. U. Merkt and Prof. Dr. H. W. Spiess, Mainz.
Prof. Dr. H.-G. Hegering, Munich, represents the Union of the
German Academies of Sciences, Prof. Dr. F. Hossfeld, Jülich, the
Hermann von Helmholtz-Gemeinschaft Deutscher Forschungszentren
(Research Centres), Prof. Dr. U. Trottenberg, St. Augustin, the
Fraunhofer Gesellschaft (the GMD, Research Center Informatics
was combined with the Fraunhofer Gesellschaft earlier this
year), actually no name for Max-Planck Gesellschaft and Prof.
Dr. R. Klein, Berlin, the Wissensgemeinschaft Gottfried Wilhelm
Leibniz (WGL) e.v...
The HPC users of the Fachhochschulen are represented by Prof.
Dr. R. Reuter, Aachen, and of the Universities by Prof. Dr. H.
Ruder, Tübingen.
Guests of the board are a representative of the HPC centers,
which is actually not named, S. Heinzel, Garching, as a member
of the board of computers of Max-Planck Gesellschaft, Dr. B.
Reuse, Bonn, for the Ministry of Research, Prof. Dr. S. Wagner,
Stuttgart, as a member of the Scientific Board of the HPC
Centres and Prof. Dr. H.-J. Werner as a member of the Computer
Commission of the Deutsche Forschungsgemeinschaft.
Additionally there are two members of the branch of the
Wissenschaftsrat, Dr. D. Goll and Dr. J. Holzkamp.
The Tasks of the Board
The board is aimed to judge investment decisions. Till now the
financing and coordination of the investment of the
Bundesrepublik Germany in HPC is only done within an
organisation, e.g. University, Helmholtz-Gemeinschaft and
Max-Planck-Gesellschaft. Thus the institutions borders hinder a
global view of the procurements. A specific topic is the
installation at different locations, here the HPC requirements
of Germany have to be reviewed. Additionally the architecture is
an important issue.
The specific tasks are:
- investment decisions
- prospective demand determination
- strategic debate on investments independent of the
institutions

orientation aids
- statements and hearings for basic questions e.g. Metacomputing
- support of the commission of university extensions
- further development of steering models
- development and test of demand-oriented selfregulation
mechanisms
- test of pricing models for user groups
The membership is limited for a time frame of 3 years with an
additional period.
