In Santiago, Chile, experts from health care organizations, industrial companies, educational institutions, and telecommunications providers gathered from 10th to 12th June 1998 round the subject of Telematics, to explore new ways of co-operation and joint-business between the European Union and the South American countries in the fields of telemedicine, education and training. Organizers of this EuroAmeriTel'98 Conference were Labortel, a support action project of the Fourth Framework Programme, and CTC, one of the major Chilean telephone companies. PictureTel Corporation provided the required videoconferencing technology through its reseller, namely the Coasin Chile S.A.

The EuroAmeriTel'98 Conference forms an important part of the specific Labortel effort to search for and open up new markets and business opportunities in Latin America for the introduction of telematics products in the medical, educational and training sectors. The Labortel project indeed has been set up to fit into the Telematics Applications Programme of the European Commission.

The main topics of the conference addressed the production and application of multimedia and telematics systems in the fields of health care delivery, telemedicine, and general management of health resources. Special working groups for health care dealt with items such as public health; accurate medical information towards the citizens; the establishment of hospital information systems and electronic health care records; as well as the legal aspects with regard to health telematics.

Other issues related to the benefits of telematics products for distant primary, secondary and tertiary education as well as professional and vocational training. For this purpose, several presentations of European and Latin American projects were offered live on the spot to the conference participants or by means of videoconferencing tools, which simultaneously brought into contact with each other specialists in Portugal, France, Germany, the United Kingdom, Uruguay and Washington D.C..

The Monkseaton Community High School in the United Kingdom, for instance, received the chance to demonstrate their telematic application project "Students Across Europe Language Network", using PictureTel's technology. This project enables students from around Europe to learn different languages, appreciate each other's culture and discover alternative resources for teaching and learning.

Similar collaborations ought to be organized between the European Union and the South American countries, companies and institutions. The ongoing development of technology transfer mechanisms in any case will facilitate the contact between the continents.
