APPLICATIONS
Telemedicine, Home Care Evaluation of Diabetic Elderly Patients - A Coordinated Effort Between Government, Industry and Academia: Presentations will focus on the roles played by Columbia University, NY and the American Telecare, followed by discussions by the IEEE-USA Medical Technology Policy Committee on demographics, disease trends and an overview of home health care to include the Columbia University example as a case study. Discussions will also include issues of reimbursement, licensure, standards and access as well as privacy and security requirements established by HIPAA 96.
ISSUES, POLICIES AND TECHNOLOGIES
Privacy and Security as required by HIPAA 96. Whether or not a health care innovation will improve patient outcomes or reduce costs will depend on a complex array of technical, administrative, political and other factors. Using the homecare telemedicine initiative for diabetics as an example, the panel will demonstrate a practical way to identify the major barriers to implementation. Biomedical staff who can address these barriers can substantially improve chances of program implementation, enhance the ability of the program to improve patient outcomes, and help project the fiscal impact of the programming, as implemented.

The panel will discuss the goals of the Neuroinformatics Working Group set up by the OECD Global Science Forum. The main discussion issues will focus on the mandate and activities of the group which include:
- generating and making available to the scientific community an inclusive listing of neuroinformatics resources such as neuroscience databases, neuroinformatics tools, and computational methods for modeling and simulating brain function,
- developing database guidelines for content, organization, quality control, and standards to ensure interoperability and longevity of the neuroscience databases,
- creating a Neuroinformatics Portal which will be an Internet-based knowledge repository for Neuroinformatics applications and neuroscience data, providing e-services for scientists, governments and citizens.
